How do you book an appointment with your Doctor in Portugal? You can go and queue (for up to an hour in rural areas) at the Centro do Saude and try to explain to the receptionist what you want or you can do it on-line!
The EHIC European Health Insurance Card (in Portugal Cartão Europeu de Seguro de Doença - CESD) only covers unplanned medical expenses and is not travel insurance.

The Portuguese Health System is universal and based on being resident in Portugal. Expats are entitled to receive state healthcare by registering as a resident and then with their local health centre (centro de saúde).
